Order does need to be restored, and every federal agency that can help has been directed to do so. New Orleans and other areas not getting the cable coverage are pockets of hell on earth, but as local authorites will tell you it's not possible to flip a switch and instantly recover from a massive disaster that may be unprecedented in modern American history.
